A scoping study of local level business regulation in New South Wales for the NSW LARP State Reference Group, focusing on customer perspectives regarding Local, State and Federal government business regulation (including the development approvals process). The study was conducted in the light of the then newly released competition policy and aimed to discover the issues which most affected business [especially small to medium businesses] in establishing or expanding operations in NSW. The project involved interview and focus group surveys of businesses across the manufacturing, tourism and hospitality, finance and business services sectors. The study covered metropolitan and country regions and identified issues related to the lack of co-ordination between government bodies, the difficulties of accessing information, and the constraints of employment regulation.
