Client: SHOROC (Warringah, Mosman, Pittwater and Manly Councils)
Undertaken with Albany Consulting, the project researched and developed a benchmarking framework for four Councils for development, implementation and improvement of the development approvals process. This project drew on extensive desktop research of best practice in local approvals in NSW and across Australia and involved extensive qualitative research with residents, councillors, council staff, state government officials, business people and developers, and other professionals involved in the approvals process (planners, architects etc). The major outcome was a draft benchmarking framework implemented across the four Councils. Findings of the project were widely published and were the subject of a national conference in November 1997.
